Beer Board

The Athens Beer Board is responsible for reviewing, approving, suspending, or revoking beer permits and for hearing matters related to beer regulation within the city. The Board is composed of all members of the City Council, with the Mayor serving as Chair. Meetings are open to the public and convene at 5:30 PM, immediately preceding the City Council’s regular session at Athens City Hall, 815 N. Jackson Street. Meetings are held only when there is business to be considered, and an agenda will be posted no less than 48 hours in advance.

Alcoholic Beverage Compliance

The City of Athens oversees the local regulation, permitting, and enforcement of alcoholic beverage activities as outlined in  Title 8 of the Athens City Code . Our key responsibilities include:

Beer Permits & Regulation
Processing applications for on-premise and off-premise beer permits, enforcing operational requirements, and ensuring compliance with Tennessee beer laws.

Liquor Stores & Retail Package Licensing
Reviewing applications for retail package stores, verifying qualifications, and issuing Certificates of Compliance required under Tennessee Code Annotated Title 57.

Liquor-by-the-Drink (LBD) Licensing
Coordinating with the Tennessee Alcoholic Beverage Commission (TABC) by issuing the required local Certificates of Compliance for restaurants, hotels, and other establishments seeking LBD approval.

Enforcement & Compliance Monitoring
Investigating complaints, documenting violations, coordinating hearings, and working with law enforcement to ensure that alcohol-related businesses comply with all safety and operational standards.

Recordkeeping & Administrative Support
Maintaining permit files, license documentation, compliance certifications, and Beer Board actions in accordance with state law and municipal requirements.
