Athens hired Kimley Horn Engineers to prepare a master plan of needed improvements for Market Park in downtown Athens. After engaging various community partners including the Parks & Recreation Advisory Committee, City Council Advisory Committee, Main Street, and Friendly City Festivals, a master plan and cost estimates were completed and presented to the City Council during their November 10, 2025 work session and November 18, 2025 regular session.

The master plan has three phases. Phase I, which was approved on November 18, 2025, consists of site engineering, permitting, geotechnical work, installation of new electrical transformers and associated infrastructure, and installation of a Level 2 dual port EV charging station that was previously acquired through a grant. Phase 1 is estimated to cost $250,000, funded by the city’s Capital Improvement Fund, and be completed during the summer of 2026. Phase 2 consists of parking lot resurfacing/improvements, site lighting, and drainage improvements and will be considered during the upcoming FY 2026-27 budget. Phase 3 consists of sidewalk and landscaping improvements and will be considered during the FY 2027-28 budget process.
